XADM: Error Code 0X8007203A When You Run setup/forestprep (322830)

SYMPTOMS

When you try to install or upgrade Microsoft Exchange 2000 Server by using the /forestprep switch to join an existing Microsoft Exchange Server 5.5 site, you may receive the following error message:

Setup failed while installing sub-component Microsoft Exchange Organization Level Container with error code 0X8007203A.

In the Exchange Server Setup Progress Log, you may find entries similar to the following:

Error code 0X8007203A (8250): The server is not operational.

Error code 0X8007203A (8250): The server is not operational.

Error code 0X8007203A (8250): The server is not operational.

CAUSE

This issue if the following conditions are true:

Exchange Server Setup was previously run with the /forestprep switch.
Exchange Server Setup did not complete or failed.
The modifications that were made to the Active Directory service were not correctly removed.

RESOLUTION

To resolve this issue, you must remove all of the Exchange Server entries from Active Directory, and then run Setup with the /forestprep switch again.
