BUG: IRTCClient::InvokeTuningWizard() Requires Administrator Privileges The First Time (321791)

When not run from an administrator account, IRTCClient::InvokeTuningWizard does not display the video preview and video performance may suffer later.
CAUSE
The first time that InvokeTuningWizard is called, it needs to write some registry information that only an administrator can create. After this data is created, this function can be called from any account.
RESOLUTION
Execute the tuning wizard one time from an administrator account.
STATUSMicrosoft has confirmed that this is a bug in Win32 API.
This problem was corrected in Windows XP Service Pack 1.
