FIX: Windows Installer 2.0 Does Not Install Mspatcha.dll (319388)

After you use the Instmsiw.exe setup program to install the Windows Installer 2.0 service on a Microsoft Windows 2000-based computer, the Mspatcha.dll file is not updated.
This problem does not occur on Microsoft Windows NT 4.0-based computers.
CAUSE
On Windows 2000, Mspatcha.dll is protected under system file protection. As a result, any updates to the file must be registered specifically through Windows 2000. The Instmsiw.exe setup program for the Windows Installer 2.0 service does not include the file update information that is necessary to install an updated version of Mspatcha.dll on Windows 2000.
RESOLUTION
To resolve this problem, download an updated version of Instmsiw.exe from the following Microsoft Web site:
STATUSMicrosoft has confirmed that this is a bug in the Instmsiw.exe setup program.
