SYMPTOMS

If you try to configure a Constant Bit Rate (CBR) or Variable Bit Rate (VBR) Asynchronous Transfer Mode (ATM) multipoint link, all outgoing multipoint communications from the Windows 2000 Server computer ignore the Quality of Service (QoS) parameters, and instead connect with a best effort configuration.

CAUSE

This behavior occurs because of an error in the Windows code, which causes the Windows outgoing multipoint calls (the WSAJoinLeaf function) to ignore the configured QoS parameters.
