Call to WinHelp on Windows XP Incorrectly Displays "Dialog Box Help" (317972)

When you call the WinHelp function on Windows XP to display the "Help on Help" topic, the "Dialog Box Help" topic appears instead.
This behavior differs from Microsoft Windows 2000, which displays the "Using Help" topic when you call the WinHelp function.
CAUSE
This problem occurs because of a bug in the Winhlp32.hlp and the Winhlp32.cnt files that are installed in the \Windows\Help folder in Windows XP.
