For Outlook Express for Macintosh to check the spelling of e-mail messages, Microsoft Office for the Macintosh must be installed on the computer. Outlook Express for Macintosh uses the spelling checker features of Office. By default, Outlook Express for Macintosh does not include these spelling checker features.

The Outlook Express for Macintosh Help implies that this is the case:

If Microsoft Office is installed on your computer, you can use Microsoft Outlook Express to check spelling in your e-mail messages.

None of the spelling checker features are operational until you install Office for the Macintosh.
