You Cannot Select Some Countries or Regions in the Properties Sheet for a Modem (317554)

SYMPTOMS

For modems that support multiple countries/regions, you may not see entries for Taiwan and Slovenia. Instead, the Country/Region list may display "Unknown region/country code" and a numeric value.

CAUSE

This behavior occurs if the modem manufacturer includes in the modem's .inf file countries/regions that are not recognized by the International Telecommunications Union - Telecommunications (ITU-T) Standardization Section T.35 recommendation.

RESOLUTION

Contact the modem manufacturer to inquire about obtaining an updated driver that lists all of the countries/regions that are supported by the modem. Or, the modem manufacturer may be able to tell you which "Unknown region/country code" entry to select for the country/region that you want to use.

This issue is most prevalent with Conexant-based modems. Conexant (formerly Rockwell Semiconductor Systems) does not build or sell consumer modems. Instead, Conexant designs modem chipsets which are then custom-designed for various PC manufacturers. Because of this, Device Manager is likely to display the PC manufacturer's name instead of Conexant for the modem.

To determine if your modem exhibits this behavior, open the modem's properties, and then click the Advanced tab. Determine if the following entries exist in the Country/Region box:

Unknown country/region code (252)
Unknown country/region code (254)

These items are displayed if you are using the modem drivers that are included with Windows XP. If the PC manufacturer provides updated drivers for the modem, these entries may not be displayed, or may contain different values.

For Conexant-based modems, these entries are directly associated with the countries/regions that appear to be missing from the list (mainly Taiwan and Slovenia). As a workaround, select country/region code 252 for Slovenia, or country/region code 254 for Taiwan.
