STS: You Cannot View a Page to Which You Should Have Access (317389)

When you browse a SharePoint team Web site, you cannot view pages to which you should have access. The Enter Network Password dialog box may appear repeatedly, or you may receive the following error message:
You are not authorized to view this page.
CAUSE
This issue may occur if a hexadecimal number has been manually assigned to the GlobalRightsMask string value in the following registry key:
HKEY_LOCAL_MACHINE\Software\Microsoft\Shared Tools\Web Server Extensions\All Ports\ RESOLUTION
To resolve this issue, reset the list of rights that are available to users who browse the Web site. To do so, follow these steps:
- Log on to the SharePoint server computer by using an account with administrative rights.
- Click Start, point to Administrative Tools, and then click Microsoft SharePoint Administrator.
If you use a Microsoft Windows 2000 Professional-based computer, click Start, point to Settings, click Control Panel, double-click Administrative Tools, and then click SharePoint Administrator.
- Click Set list of available rights.
- Click to select the check boxes for the rights that you want to make available, and then click Submit at the bottom of the page.
