OFFXP: Error Message: "Problem Loading Bidi32.dll" When You Start Convtext.exe in Arabic or Hebrew Version of Office XP (317256)

When you attempt to run the utility Convtext.exe, you receive the following error message:
Problem Loading Bidi32.dll. Please check if this Module exist in your System.
After you click OK, Convtext.exe fails to start.
CAUSE
When the Arabic version or the Hebrew version of Office XP is installed, the Convtext.exe utility is placed in the following folder:
C:\Program Files\Common Files\Microsoft Shared\Office 10
In order for Convtext.exe to function, it must be in the same folder as the Bidi32.dll file. The problem occurs because Office XP installs Bidi32.dll in the following folder:
C:\Program Files\Microsoft Office\Office 10
WORKAROUND
To work around this problem, move Convtext.exe to the same folder as Bidi32.dll, C:\Program Files\Microsoft Office\Office 10.
STATUSMicrosoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
