Resource mailboxes must be in the same site as the Exchange 2000 Conferencing Server (317019)

When you use the Web Scheduler to schedule a conference, you may receive the following error message:
0x8004103F - CMS_E_RESOURCE_ACCESS_DENIED
CAUSE
This issue may occur if you schedule a meeting and invite a conferencing resource that is homed on an Exchange 2000 server in a different Microsoft Windows 2000 site.
RESOLUTION
An Exchange 2000 server must be installed in each site in which you install Exchange 2000 Conferencing Server. To resolve this issue, install an Exchange 2000 server in the site in which you installed Exchange 2000 Conferencing Server, and then create your Conference Calendar mailbox and conferencing resources on that server.
