The problem is a semaphore handle leak in
Dllhost.exe when you run Microsoft Internet Information Services (IIS) on
Microsoft Windows 2000 Service Pack 2 (SP2) with COM+ hotfix package 14. The
problem also exists in COM+ hotfix packages 15, 16, 17, and 18.
RESOLUTION To resolve this problem, obtain Microsoft COM+ Hotfix
Rollup 18.2.
