You Cannot Remove Mobile Information Server if Internet Information Services Has Been Previously Removed (313914)

When you try to remove Mobile Information Server, you may receive the following error messages:
Error 1920: Service w3svc failed to start. Verify that you have sufficient privileges to start system services.
The options are Retry and Cancel.
If you click Retry, you may receive the previous error message. If you click Cancel, you are prompted with the following message:
Are you sure you want to cancel
If you click No, you may receive the previous error message. If you click Yes, the rollback process starts for the removal of Mobile Information Server, and then you receive the following error message seven times:
Error 28004: Unable to find Default Web Site on 127.0.0.1
You may then receive the following error messages:
Error 27005: Failed to install IIS filter.
Error 27004: Failed to create MSAS virtual dir.
Error: Fatal error during installation.
CAUSE
This problem can occur if Microsoft Internet Information Services (IIS) has been previously removed from the same computer from which you are trying to remove Mobile Information Server.
WORKAROUND
To work around this problem, reinstall IIS on the local computer. In Control Panel, double-click Add/Remove Programs, and then click Uninstall to remove Mobile Information Server. After you remove Mobile Information Server, in Control Panel, double-click Add/Remove Programs, click Uninstall, and then remove IIS.
