The ISACTRL service may not start when you enable or disable packet filters, you may receive an Event ID 11002 error message, and Event Viewer may contain an error message that is similar to the following error message:

Reading packet filters because the configuration property RemoteHostIPMask of key SOFTWARE\Microsoft\Fpc\Arrays\{CD784045-CBFF-4306-8E2E-1F99141E034B}\ArrayPolicy\Proxy-Packet-Filters\{e963fc32-3df4-4a80-92fa-f7ab9c6152f0} is not valid. Use the source location 107.2798.3.0.1200.50 to report the failure. The error code in the Data area of the event properties indicates the cause of the failure.

CAUSE
This problem can occur if the ISACTRL service fails to read the packet-filter configuration (DHCP Client or DNS or ICMP filter), when it tries to convert an empty string (Remote IP Mask attribute) to an IP address.

WORKAROUND
The error message does not occur if, when you create the packet filter, you click This range of computers instead of All remote computers, and then type 0.0.0.0 as subnet and mask.
