PRB: Postings Are Approved But Not Published When "Publish Now" Used in Site Builder (312051)

When you use the site builder utility to create postings and select Publish Now, the postings may be created in an "Approved" state (indicated by a green ticker icon) instead of a "Published" state (indicated by an antenna icon).
CAUSE
A time synchronization problem exists between the server and the client. In the event that the server time is behind the client time, the Publish Now option publishes at the current time of the client instead of instantaneously.
RESOLUTION
To resolve this problem, set the time on the server so that it is the same as or slightly ahead of the client time.
MORE INFORMATION
Note that this problem does not occur with the Web Author Client tool, because the publishing application programming interface (API) is processed directly on the server instead of on the client computer.
The Net Time function allows multiple computers to be synchronized with a reliable source, such as the US Naval Observatory.
