OL2000: Error Message: You Must Specify an Encryption Certificate for this Security Setting (311895)

When you attempt to set up a Security Profile for Outlook 2000 by using a Signing-only Digital Certificate (without any encryption capabilities), you receive the following error message:
You must specify an encryption certificate for this Security Setting. If you continue, your changes will be lost. Do you wish to continue?
Your choices are Yes or No. If you click Yes, the information is cleared and the Change Security Settings dialog box closes. The Security tab in Options dialog box is displayed. Your Security Profile is not configured.
CAUSE
You have not specified an Encrypting Digital Certificate. Outlook 2000 requires you to have both a Signing Digital Certificate and an Encrypting Digital Certificate.
STATUSMicrosoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article. This problem was corrected in Microsoft Outlook 2002.
