SYMPTOMS

Programs that are assigned to users who log on to Terminal Services-based servers that run in Remote Administration mode may not be installed. This issue occurs with assigned Microsoft Installer (MSI) programs that invoke custom options by using a script. The following information may also be logged in the Application log on the server:
Event Type: Error
Event Source: Userenv
Event Category: None
Event ID: 1085
Date: 10/12/2001
Time: 3:51:24 PM
User: NT AUTHORITY\SYSTEM
Computer: Servername
Description:
The Group Policy client-side extension Software Installation failed to execute. Please look for any errors reported earlier by that extension. For more information, see Help and Support Center at http://support.microsoft.com.

Event Type: Error
Event Source: MsiInstaller
Event Category: None
Event ID: 11719
Date: 10/12/2001
Time: 11:02:41 AM
User: N/A
Computer: Servername
Description:
Product: Test Package -- Error 1719.The Windows Installer Service could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance. For more information, see Help and Support Center at http://support.microsoft.com.
If you log on to the server locally (at the console), the program deployment works correctly.

WORKAROUND

As a workaround, users can install programs manually by using the Add or Remove Programs tool in Control Panel. Or, users who want to use the console behavior can log on to the console by using the /console switch when they start the Terminal Services server console (by using Mstsc.exe).

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
