You Cannot Install Dial-Up Networking (311357)

When you attempt to install Dial-Up Networking, you cannot do so successfully, and you may experience the following behaviors:
- In the Network dialog box, The Dial-Up Adapter item is not displayed in the The following network components are installed list.
- In Device Manager under Network Adapters, the Dial-Up Adapter item is not displayed.
- You are not prompted to restart Windows after you install Dial-Up Networking; however, if you do restart Windows, the Add New Hardware Wizard starts, and then it stops responding and the error code 4B3 is displayed.
CAUSE
This issue may occur if a Dial-Up Networking information file (.inf) is damaged.
RESOLUTION
