"Required .DLL File Not Found" Error Message When You Start Microsoft Backup (311183)

SYMPTOMS

When you attempt to start Microsoft Backup, you may receive one of the following error messages:
A required .DLL file, UISERVE.DLL, was not found.

A required .DLL file, CITWBASE.DLL, was not found.

A required .DLL file, SH31W32.DLL, was not found.

RESOLUTION

To resolve this issue, use the following methods, as necessary, in the order presented.

Method 1: Reinstall Microsoft Backup

Remove and then reinstall Microsoft Backup. To do this, follow these steps:
  1. Click Start, point to Settings, and then click Control Panel.
  2. Double-click Add/Remove Programs, and then click the Windows Setup tab.
  3. Click System Tools (but do not clear the check box), and then click Details.
  4. Click to clear the Backup check box, and then click OK twice.
  5. Click Yes when prompted to restart the computer.
  6. When the computer has restarted, click Start, point to Settings, and then click Control Panel.
  7. Double-click Add/Remove Programs, and then click the Windows Setup tab.
  8. Click System Tools (but do not clear the check box), and then click Details.
  9. Click to select the Backup check box, and then click OK twice.
  10. If you are prompted to insert the Microsoft Windows 98 compact disc, insert it into your computer's CD-ROM or DVD-ROM drive, and then click OK.
  11. Click Yes when you are prompted to restart the computer.
Start Microsoft Backup. If the issue is not resolved, proceed to Method 2.

Method 2: Copy Microsoft Backup Files to the System Folder

Copy the contents of the Backup\System folder to the drive:\Windows\System folder (where drive is the drive on which Windows is installed). To do this, follow these steps:
  1. Start Windows Explorer, and then navigate to the following location:

    C:\Program Files\Accessories\BACKUP\SYSTEM

  2. On the View menu, click Folder Options.
  3. In the Folder Options dialog box, click the View tab.
  4. In the Advanced Settings list, click Show all files, click to clear the Hide file extensions for known file types check box, and then click OK.
  5. On the Edit menu, click Select All.
  6. On the Edit menu, click Copy.
  7. Navigate to the following location:

    C:\Windows\System

  8. On the Edit menu, click Paste.
  9. Quit Windows Explorer.
  10. Restart the computer.
