FIX: Message Queuing 2.0 fails to start or install on domain controller (310526)

If you try to install Microsoft Message Queuing, also known as MSMQ, 2.0 on a Domain Controller, the installation may fail, and you may receive the following error message:
0xC00e0013- Unable to establish connection with Active Directory. Verify that there are sufficient permissions to perform this operation.
If Message Queuing 2.0 is already installed, you cannot restart the service, and the following event is logged in the Application Event Log:
Event ID: 2063
Unable to successfully complete initialization of the Queue Manager. Message Queuing may function in an unpredictable fashion.
CAUSE
According to Microsoft Knowledge Base article 191989, error 0xC00e0013 is a generic error. This error can occur if several configuration settings are not set correctly. Verify that the permissions on the following items are set correctly:
- The MsmqServices object in Active Directory
- The user who is attempting the installation
- Domain Name System (DNS)
- The global catalog
If the permissions are set correctly, and if the problem still occurs, the problem may occur because of a malformed subnet object within Active Directory.

WORKAROUNDTo work around this problem, follow these steps on the Domain Controller:
- Open Active Directory Sites and Services.
- Click to expand Sites.
- Click to expand the site name where the appropriate Domain Controller is located.
- Click to expand the subnet directory. A typical subnet object appears in the form 10.0.0.5\21.
- If any subnet objects are malformed, delete them. In addition, if you use multiple Domain Controllers, force replication.
