FIX: Rebuildm Truncates Virtual Server Name of 15 Characters (308788)

SYMPTOMS
If a virtual server name has 15 characters, running the rebuildm utility to rebuild the master database causes this error message to occur:
An error occurred taking the SQL Server resource offline.
[Truncated virtual server name]
CAUSE
Rebuildm.exe truncates the virtual server name to 14 characters and cannot find a server with the truncated name.
