This information is not stored in the registry, so there is no programmatic way to work around the limitation for the Netmeeting SDK.
However, this same functionality can be achieved in the Netmeeting product:
While a conference is active, in the Sharing dialog box, click Allow Control. If you want to grant permission automatically without having a dialog box for request of control to appear, select the Automatically accept request for control check box in the Sharing dialog box.
