If you create a folder in a SharePoint Portal Server workspace, and then restart the server, you typically receive a notification on a parent folder that states that a subfolder has been created or changed. However, in some situations, you may receive a notification after you restart the server even though you have not made any changes to the folders. This problem does not occur every time you restart the server, it only occurs sporadically.
