SYMPTOMS

If a user presses ALT+F4, the user may receive the following error message:
This operation has been cancelled due to restrictions in effect on this computer. Please contact your system administrator.
This error message occurs if the "Disable and remove the Shut Down command" policy is turned on under the User Configuration\Start Menu and Taskbar node for an organizational unit that contains users.

If the mouse pointer is located over the OK button before the dialog box appears, and the user clicks OK or presses SPACEBAR, the dialog box closes and Windows functions correctly.

If the mouse pointer originates anywhere except over the dialog box, the desktop becomes inactive. To restore the desktop, the user must press CTRL+ALT+DELETE, and then click Cancel. The user can then click OK.

RESOLUTION
