FIX: BizTalk Server Does Not Time Out HTTP Connections (307188)

When BizTalk Server uses HTTP transport to communicate to a destination server with a keep-alive connection, it will usually reuse this connection or time out the connection. However, under some circumstance, BizTalk Server may not reuse the connection or time out the connection. This decreases the number of available TCP sockets on the server.
