When you right-click a file or a folder in the Staging Area for CD burning and then drag the file or folder to a folder that is on the hard disk, the shortcut menu lists only the Copy, Move, and Cancel commands. The Create Shortcut command is missing.

The items in the Staging Area are not the actual files to be copied. They are shortcuts to the files, which are actually stored in a different location. Making a shortcut to a file in the Staging Area would just create a shortcut to a shortcut.
