User Cannot Log On for 45 Seconds After DSClient Is Installed (306651)

SYMPTOMS

The user is allowed to logon to a computer with the cached credential if the domain controller is not available or if the computer is not connected to the network. After you install the directory service client (Dsclient.exe), the user may receive the following error message:
The system can not log you on (C00000E5). Please try again or consult your system administrator.
This error message is also displayed if the logon attempt is retried; however, the user is allowed to log on with the cached credential after 45 seconds.

RESOLUTION

A supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem.
