CAUSE
This behavior can occur if the Encompass Monitor (EncMonitor) service is installed on your computer, and it conflicts with another program or service that is installed on your computer. The EncMonitor service is in your Startup folder, and starts when you start your computer.

To resolve this issue, use the System Configuration utility (Msconfig.exe) to remove EncMonitor from the Startup group. To do this, follow these steps:
- Click Start, and then click Run.
- In the Open box, type msconfig, and then click OK.
- Click the Startup tab.
The Startup tab lists items that load at startup from the Startup folder and the registry. You can select the configuration files that you do not want to load when you restart the computer. - Click to clear the EncMonitor check box, and then click OK.
