FIX: SQL Server CE Subscribers May Receive Duplicate Changes on Synchronization (306487)

SYMPTOMS
Microsoft SQL Server 2000 Windows CE Edition (SQL Server CE) Subscribers may receive duplicate changes from the Publisher when a synchronization executes. This problem is a performance optimization issue because extra network traffic is sent to the SQL Server CE Subscriber device. The duplicate changes are not applied to the SQL Server CE Subscriber database so data convergence is not an issue.
RESOLUTIONA supported fix is now available from Microsoft, but it is only intended to correct the problem that is described in this article. Apply it only to computers that are experiencing this specific problem. This fix may receive additional testing. Therefore, if you are not severely affected by this problem, Microsoft recommends that you wait for the next SQL Server service pack that contains this hotfix. Microsoft has confirmed this to be a problem in SQL Server 2000.

In a scenario where this problem occurs, a SQL Server CE Subscriber can synchronize with the Publisher and receive the changes expected. A subsequent synchronization can result in those same changes being downloaded to the SQL Server CE Subscriber from the Publisher. The next synchronization then shows that no changes are needed for a merge.
This problem is simply a performance optimization issue because the SQL Server CE Subscriber data is not affected by this problem. This problem can affect the overall time it takes to synchronize with the Publisher because changes are processed by the Publisher during a merge and sent to the SQL Server CE Subscriber device when no changes should be sent.
