SYMPTOMS
When you use SQL Enterprise Manager or other SQL Distributed Management Objects (SQL-DMO) based utilities to create or alter stored procedures, then views, triggers or functions may not retain the desired Quoted Identifier setting.
CAUSE
The SQL-DMO code responsible for the creation and alteration does not properly synchronize the connection set options with the OBJECT PROPERTY of the specified object.
RESOLUTIONTo resolve this problem, obtain the latest service pack for Microsoft SQL Server 2000. For additional information, click the following article number to view the article in the

WORKAROUND
To work around the problem, create or alter the procedures, views, triggers, or functions from a utility like Query Analyzer where you can explicitly control the ANSI NULLS and QUOTED IDENTIFIER settings.
STATUS
Microsoft has confirmed this to be a problem in SQL Server 2000.
This problem was first corrected in Microsoft SQL Server 2000 Service Pack 2.
