SYMPTOMS
When you start Windows, you may receive an error message similar to one of the following:
Cannot find a device file that may be needed to run Windows or a Windows
application.
The Windows registry or SYSTEM.INI file refers to this device file, but the
device file no longer exists.
If you deleted this file on purpose, try uninstalling the associated
application using its uninstall program or setup program.
If you still want to use the application associated with this device file,
try
reinstalling that application to replace the missing file.

Error Starting Program
A required .DLL file, MRTRATE.DLL, was not found.
CAUSE
This issue can occur if both of the following conditions are true:
- Quicken 2000 or Quickbooks 2000 is installed on the computer.
- The Quicken installation is damaged.
RESOLUTION
To resolve this issue, reinstall Quicken 2000 or Quickbooks 2000. To to do this, follow these steps:
- Click Start, point to Settings, and then click Control Panel.
- In Control Panel, double-click Add/Remove Programs.
- Insert the Quicken CD in the CD-ROM drive.
- Click Install.
- Follow the instructions on the screen.
