When you try to set up performance counter logs by using Performance Monitor in Microsoft Management Console (MMC), the existing counters may appear as garbled characters.
CAUSE
This behavior can occur if Windows 2000 is viewing a Microsoft Windows XP performance log that is in a different localized (language) version.
