You Cannot Reinstall a Program with the Add/Remove Programs Tool (304745)

SYMPTOMS

If you install a program that does not create shortcuts, and then uninstall that program with the Add/Remove Programs tool in Control Panel, you may not be able to reinstall that program.

RESOLUTION

To work around this issue, contact your administrator to reinstall the program through a Group Policy.

STATUS

This behavior is by design.
