Steps to Reproduce Behavior

1. Create a Health Monitor command line action as follows:

   File name: C:\Winnt\System32\Cscript.exe
   Working directory: C:
   Command Line: C:\temp.vbs <EmbeddedStatusEvent.SystemName>

2. Copy the following text into C:\Temp.vbs:

   Set file =
     CreateObject("Scripting.FileSystemObject").CreateTextFile("C:\x.txt",True)
   if wscript.arguments.count > 0 then
       file.WriteLine wscript.arguments(0)
   else
       file.WriteLine "no argument"
   end if
   					

3. Create a synchronized Windows Management Instrumentation (WMI) event query data collector for the file replicated (Event 5077):

   Namespace: ROOT\MicrosoftApplicationCenter
   Class: MicrosoftAC_Replication_Session_DriverEvents_UpdateListApply_FileSet_Event

4. Add the action that you created in step 1 to the data collector that you created in step 3.
5. Edit or create a file in a replicated directory on the cluster controller and synchronize the cluster. Check a member server and observe that C:\X.txt was not created.
