Money: Error Message When You Start Money: There Is a Problem with Your Windows Security Settings (304301)

SYMPTOMS

When you try to start Microsoft Money or open a Money file, you may receive the following error message:
There is a problem with your Windows Security Settings. Money cannot open a data file or create a new file. Let Money help you fix this problem.
In addition to the error listed earlier, you may not be able to connect to Secured Websites (HTTPS) and the cipher strength for Internet Explorer may be listed as 0-bit.

CAUSE

This behavior can occur if the Microsoft Base RSA Cryptographic Provider, Rsabase.dll, is not properly registered in the Windows registry.

RESOLUTION

To resolve this issue, manually register the Rsabase.dll file. To do this, follow these steps:
  1. Quit Money (if it is running).NOTE: Because there are several versions of Microsoft Windows, the following steps may be different on your computer. If they are, see your product documentation to complete these steps.

  2. Click Start, point to Search, and then click For Files or Folders.
  3. In the Search for files or folders named box, type the following line, and then click Search Now.

    rsabase.dll

  4. Make a note of the path to the file.

    If you are running Microsoft Windows 98, Windows 98 Second Edition (SE), or Microsoft Windows Millennium Edition (Me), the file is located in Windows\System folder.

    If you are running Microsoft Windows NT 4.0 or Microsoft Windows 2000, the file is located in the Winnt\System32 folder.
  5. Click Start, and then click Run.
  6. In the Open box, type the following line, and then click OK

    regsvr32 path\rsabase.dll

    where path is the path that you noted in step 4.

  7. Start Money.

When the Microsoft Base RSA Cryptographic Provider is not properly registered in the Windows registry, programs that require encryption, such as Microsoft Money, may not function properly. Money may not be able to interpret your existing data files or create new data files, and then you receive the error message described in the "Symptoms" section of this article.
