On Microsoft Exchange 2000 Server, the Information Store service may fail to start, and you may receive the following error message:
Windows could not start the Microsoft Exchange Information Store on local computer. For more information, review the System event log. If this is a non-Microsoft service, contact vendor, and refer to service-specific error code 0.

CAUSE
This behavior can occur because you do not have a global catalog in the forest or the connection to the global catalog is lost.
RESOLUTION
To resolve this behavior, verify that there is at least one global catalog in the forest, and then verify the connection to the global catalog. If you do not have a global catalog in the forest:
- In the Active Directory Sites and Services tool (Dssite.msc), expand the Default First Site Name.
- Expand the servers, and then expand the domain controller that you want to configure as a global catalog server.
- Right-click NTDS Settings, and then click Properties.
- Click to select the Global Catalog check box.
- Restart the server.
NOTE: The first domain controller that is installed for a forest is automatically selected to be a global catalog server.
