SYMPTOMS

After you import an Internet Explorer Privacy Preferences (.xml) file that specifies an action of "prompt for cookies in the Local intranet zone", you may experience the following symptoms:
  • Cookies are automatically accepted or rejected from a Local intranet Web site without a prompt, but the Local intranet Web site does not appear in the Per Site Privacy Actions dialog box.
  • Re-importing an Internet Explorer Privacy Preferences (.xml) file that specifies an action of "prompt for cookies in the Local intranet zone" does not cause Internet Explorer to prompt you for cookies from a local intranet Web site.

CAUSE

This problem can occur after you click to select the Apply my decision to all cookies from this Web site check box when you were previously prompted for cookies from the local intranet site.

WORKAROUND

WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.

To work around this problem, use one of the following methods:

Method 1

Import an Internet Explorer Privacy Preferences (.xml) file that specifies the flushSiteList element like the following example:

<flushSiteList/>

NOTE: This method deletes all per-site decisions when the customized privacy settings are imported.

Method 2

Delete the registry key for the local intranet site in the following registry key:

HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Internet Settings\P3P\History

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.

MORE INFORMATION

An imported action of "prompt for cookies in the Local intranet zone" can be changed by the user to accept or reject when prompted for cookies from individual Web sites. For Web sites in the Internet and trusted sites zones, the Web site is added to the Per Site Privacy Actions dialog box with a setting of either Always Allow or Always Block. However, local intranet web sites are not added to the Per Site Privacy Actions dialog box when the user selects Apply my decision to all cookies from this Web site unless the user connected to the Local intranet Web site by using the IP address of the site instead of the NetBIOS or host name.
