Cannot Save Channel Custom Properties If They Contain Japanese Characters (302136)

SYMPTOMS

In the Content Management Server Web Author, you cannot enter Japanese characters into Channel Custom Properties. When you enter the values into Channel Custom Properties using Japanese characters and try to save them, you receive the following error message:

Channel Properties

   Sorry, an error has occurred when attempting to perform the operation on the Channel.

   Error description:    Index out of range. The collection does not contain an item
                         matching the index '????'.

   Please select one of the following actions:

      1. Attempt to save the Channel Properties again
      2. Cancel saving of the Channel Properties

This prevents you from saving changes. Trying to save the Channel Custom Properties again will not work.
