Removing Placeholder Attachment Property Continues to Allow Attachments (302129)

If a template designer sets the properties of a placeholder to allow attachments, and then later removes that permission, in some cases attachments will not be removed from pages that use that template when the page is edited.
For example, attachments will not be removed from placeholders that no longer allow attachments, but that allow hyperlinks. This is because both attachments and hyperlinks use the < A HREF > tag.
