SYMPTOMS

The keyboard layouts may be missing for 16-bit MS-DOS-based programs in the Windows NT Virtual DOS Machine (NTVDM) even though the same layout is available for 32-bit programs.

CAUSE

When a new multilanguage ID is added to Windows, the associated keyboard layouts and registry entries are not kept up-to-date. This could cause certain keyboard characters to be missing when you use 16-bit MS-DOS-based programs.
