Event 21220: Consolidator Could Not Start Because It Was Unable to Locate a Valid License (300330)

SYMPTOMS

The OnePoint service on a remote Data Access Server - Consolidator - Agent Manager (DCAM) may stop, and the OnePoint service may log Event 21220 and display the following error message:
The Consolidator could not start because it was unable to locate a valid license.
You may also receive the following error message about Event 20607:
The Data Access Server (DAS) on computer name returned an error. DAS method called: LicenseSelectAll

CAUSE

This behavior can occur if DCAM cannot connect to the Microsoft Operations Manager (MOM) database to get license information. The database may be very busy or temporarily off-line, or it may be inaccessible because of network difficulties. If the DCAM OnePoint service cannot retrieve license information, the service stops and does not restart automatically.

WORKAROUND

To work around this behavior, manually restart the OnePoint service on the DCAM.

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
