Packet Filters May Not Apply in ISA Server (300199)

If you create an IP packet filter to deny all traffic in ISA Server, traffic may still flow through.
CAUSE
This issue can occur if you create a "deny all" packet filter and you have multiple IP addresses that are bound to the external network adapter.
RESOLUTION
When you create IP packet filters, create a packet filter for each IP address that is bound to the external network adapter. By default, the packet filter only applies to the first bound IP address on the external network adapter (the default IP address for each external network adapter on the ISA Server computer).
