FIX: Remote Registry Handle That DTC Proxy Opens Is Not Closed When DTC Proxy Is Released (297691)

When you call the ITransactionDispenser::BeginTransaction method against a remote Design-Time Control (DTC), a remote registry handle is opened. However, this handle is not closed when the transaction dispenser object is released. As a result, the computer cannot automatically enter the stand by, power saving mode.
