FIX: Context Menu Jumps to First Property When a Custom Annotation Is Highlighted (297673)

When you use the BizTalk Editor to create a custom annotation on the declaration page of a Record or Field (excluding the Root Record), if you select the custom annotation and press the Context Menu key on your keyboard, the focus jumps to the first property on the declaration page, instead of staying on the custom annotation.
