SYMPTOMS
If you run the Replication Snapshot Agent after you add a new article to an existing merge publication, the process may fail and this error message occurs:

WORKAROUND
Drop, and then re-create the merge publication and include the new article in the list of articles for the publication.
STATUSMicrosoft has confirmed that this is a problem in SQL Server 2000. This problem was first corrected in SQL Server 2000 Service Pack 1.
