FIX: Event System Stops Responding When COM+ LCE Transient Subscriber Is Disconnected (297146)

When there are two transient subscribers subscribed to the same COM+ event class, where one subscriber is on the same computer as the event class and the other subscriber is on a remote computer, if the remote subscriber is disconnected (for example, unplugged or lost power), the publisher for the event class stops responding.
CAUSE
The COM+ Loosely Coupled Events (LCE) must ping each subscriber for event notification. If any of the subscribers cannot be contacted, LCE will experience a Distributed Component Object Model (DCOM) or remote procedure call (RPC) timeout for each unresponsive subscriber, which causes the event class to stop responding.
RESOLUTION
For an event class that has parallel firing enabled, LCE introduces parallel firing timeouts to address this issue.
For an event class with serial firing, the behavior is by design.
