FRS Generates Event ID 13506 ("The File Replication Service Failed a Consistency Check") (296776)

If you make a local change on a File Replication Service (FRS) member and the change order is sent to the outbound partners, not all outbound partners may be available. If this occurs, the staging file stays in the staging table. Later, this member might be removed and added again to the replica set. At this point, the same change order is received from its inbound partner. This new member has a new originator Globally Unique Identifier (GUID), so the change order is not dampened. This change order is treated as a remote change order, but because it is already in the staging table, it is picked up with the old flags. STAGE_FLAG_INSTALLED is set, which causes event ID 13506 to be generated.
