SYMPTOMS

When you use the /vonebox=1 switch to install Mobile Information Server, you may receive the following error message when the installation is nearly completed and the Exchange Server services are being restarted:
Error 29920. Failed to Start the service. Error no: 0x43b, error message: The executable program that this service is configured to run in does not implement the service.

If you click OK, Mobile Information Server begins to roll back the installation, and the installation is not completed. In addition, the following event ID message may be logged in Microsoft Windows NT Event Viewer:

Event Source: MSExchangeIS
Event Category: General

Description: The Microsoft Exchange POP3 service failed to start due to the following error:
The executable program that this service is configured to run in does not implement the service.

If you try to manually start the Post Office Protocol 3 (POP3) service by using Microsoft Management Console (MMC), you may receive the following error message:
Error 1083: The executable program that this service is configured to run in does not implement the service.

CAUSE

This issue can occur if the Exchange Server services have not been configured to run in the Inetinfo.exe tool; these services are configured to run in the Dllhost.exe tool, or they are not configured to run in any tool.

This issue typically occurs if you removed Internet Information Services (IIS) from a computer that is running Microsoft Exchange Server or Mobile Information Server (or both), and then you reinstalled IIS, but you did not reinstall Exchange Server or Mobile Information Server.

RESOLUTION

WARNING: If you use Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using Registry Editor incorrectly. Use Registry Editor at your own risk.

To resolve this issue:
  1. Start Registry Editor (Regedt32.exe).
  2. Locate and click the following key in the registry:

    HKEY_LOCAL_HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\InetInfo\Parameters\DispatchEntries

  3. In the Multi-String Editor dialog box, type any of the following values that are not already present:
    • Ldapsvc
    • Smtpsvc
    • Nntpsvc
    • Imap4svc
    • Pop3svc
    • Resvc
  4. Quit Registry Editor.
  5. Shut down the computer, and then restart it.
After you have completed this procedure, restart the Mobile Information Server installation.

STATUS

Microsoft has confirmed that this is a problem in the Microsoft products that are listed at the beginning of this article.
