Service Pack 2 Does Not Install on New Domain Client That Has German as Its Locale Setting (296748)

SYMPTOMS

When Service Pack 2 is an assigned package from a server that runs Windows 2000 Server Service Pack 1, if a client that is joining the domain has the German locale set as its default, the package is not successfully installed. The following error message appears in the client's application log:
Event ID: 1000
Error 1931. The Windows Installer service cannot update the system file C:\Program Files\Common Files\Microsoft Shared\Web Server Extensions\40\bin\FP4AUTL.DLL because the file is protected by Windows. You may need to update your operating system for this program to work correctly. Package version: 4.0.2.4701, OS Protected version: 4.0.2.3216

CAUSE

This behavior occurs because the installer is comparing the language of the package (for example, English) with the locale setting of the client (in this case, German), not with the client's language.

RESOLUTION

To resolve this behavior, install Service Pack 2 or later on the server.
