FP2000: Cannot Create Subwebs, Change Pages, or Set Permissions (296651)

SYMPTOMS

When you open a FrontPage-extended Web that resides on a Microsoft Internet Information Server (IIS), you cannot create subwebs, modify the contents of files, set permissions, or perform other administrative tasks, even though you have Administer permissions for the Web.

CAUSE

This behavior can occur if all of the following conditions are true:
  • The Windows NTFS permissions associated with the FrontPage-extended Web were altered to prevent or restrict FrontPage Server Extensions from successfully managing Web site permissions.

    -and-
  • The NTFS permissions are not synchronized with the Web server permissions. If NTFS and Web permissions are not synchronized, the more restrictive permissions are used.

RESOLUTION

To resolve this issue, follow these steps.

NOTE: Before proceeding, ensure that you back up the Web and document all existing configuration information, including authentication and permissions settings.

NTFS and Web Permissions

Check and verify NTFS and Web permissions. To do this, refer to the following article in the Microsoft Knowledge Base:

If you are running IIS 5.0, you can also use the Permissions Wizard to assign and verify permissions. The Permissions Wizard uses a scenario-driven approach that coordinates NTFS and Web permissions based on the scenario that is most suitable for your needs. To use the Permissions Wizard, follow these steps:
  1. On the Start menu, point to Programs, then point to Administrative Tools, and then click Internet Services Manager, or open the custom MMC containing the Internet Information Services snap-in.
  2. Right-click the appropriate Web site, then point to All Tasks, and then click Permissions Wizard.
  3. In the Permissions Wizard, follow the instructions appropriate for your situation.

FrontPage Permissions

Check the FrontPage permissions set for the Web. Ensure that you and all users that you want to have access to your Web are granted the correct level of Browse, Author, or Administer permissions.

You do not need to include the Everyone group for users to browse the Web. It is recommended that you click Everyone has browse access on the Users tab, and then removing the Everyone group from the Groups tab. As a result, users can to browse the Web; however, only accounts that have been granted permission can open the Web in FrontPage. To do this, follow these steps:
  1. Start FrontPage.
  2. On the Tools menu, point to Security, and then click Permissions.
  3. Click the Groups tab, select the Everyone group, and then click Remove.

    NOTE: If this is a subweb, you need to first click Use unique permissions for this web on the Settings tab.
  4. Click Apply, and then click OK.
  5. On the Tools menu, point to Security, and then click Permissions.
  6. Click the Users tab, and then click Everyone has browse access.
  7. Click Apply, and then click OK.

FrontPage Server Extensions

Check and fix FrontPage Server Extensions on the Web as necessary. Note that depending on the size of a Web site and the complexities of the permission settings, this procedure may require some time to process. For example, performing a check on the FrontPage Server Extensions for a 1-gigabyte Web site may take several hours. To check FrontPage Server Extensions, follow these steps:
  1. On the Start menu, point to Programs, point to Administrative Tools, and then click Internet Services Manager, or open the custom MMC that contains the Internet Information Services snap-in.
  2. Right-click the appropriate Web then point to All Tasks, and then click Check Server Extensions.

    You receive a message that asks whether you want FrontPage to tighten security as much as possible for all FrontPage Webs.
  3. Click Yes.
