Error Message When a Member of the OnePoint Users Group Tries to Create Processing Rules (296003)

SYMPTOMS

When a user who is a member of only the Microsoft Operations Manager (MOM) 2000 OnePoint Users group attempts to create a new Processing Rule, the user receives the following error message:
Microsoft Operations Manager

Failed to retrieve processing rule groups.

You do not have appropriate access permissions to perform this operation. Please contact your system administrator for more information.
If the user then clicks Details, the user receives the following error message:
0x80070005: Access is Denied
If the user then clicks OK, a Select Rule Group dialog box that contains no information appears.

NOTE: The following similar error message may be generated when you attempt to create a new Processing rule after you select an event from the All Windows NT Events sub-node:
Failed to retrieve provider instance information.

CAUSE

This issue can occur because members of the OnePoint Users group do not have the appropriate permissions to create new Processing rules.
